The royal rain-making project was initiated by His Majesty the King after his visit to residents in the Northeast on November 14th, 1955 where he learned a great extent of their hardship resulted from drought and unreliable conditions of nature. There was not enough water for farming and consumption.

The Ministry of Agriculture and Cooperatives set up in 1969 an aviation unit under the Department of Rice to solve the pest problem. The unit was also tasked with facilitating and implementing royal rain-making projects to help farmers survive the drought crisis.

Later in September 1975, the Bureau of Royal Rainmaking and Agricultural Aviation was set up by a royal decree, attached to the Office of the Permanent Secretary of the Ministry of Agriculture and Cooperatives. The transition of the bureau has made it easier for the Bureau to carry out its work.

It has already been 40 years since its inception that the royal rainmaking unit has helped ease water shortages for farmers and Thai people. Additionally, the unit has also raised the water levels in major reservoirs and dams and put out forest fires. The demand for water in Thailand has continuously been on the rise given the impact from global warming and the fact that Thailand is an agricultural country needing much water to support the practice.

The first and foremost role of the Bureau of Royal Rainmaking and Agricultural Aviation is to conduct research on artificial rainmaking methods under the royal advice and guidance of His Majesty the King. Rain-making techniques have been improved from the first model, which was developed by His Majesty the King. Two other roles of the Bureau are to launch the rainmaking operations in various places and the general management of the artificial rain making.
