The Federation of Thai Industries yesterday failed to propose a new candidate for chairman to replace Santi Vilassakdanont, who resigned last Friday, paving the way for the "official" side to reassert its power.
The paralysing feud at the country's leading private-sector organisation is still boiling over, despite the failure of a special meeting held by the "unofficial" executive board, which piled pressure on FTI chairman Payungsak Chartsutipol to resign. It was hoped his resignation would pave the way for a new election at the FTI's monthly meeting on December 24.
Last Friday, Santi had to step down from the top post after Boonsithi Chokwatana, chairman of Saha Group and Santi's boss at the firm, sent a supporting letter to Payungsak.
A source in Payungsak's camp said Payungsak would call an executive board meeting on Tuesday to proceed with FTI's management and activities.
Suchart Visuwan, senior vice chairman of the FTI, who declined to become the candidate for chairman of the unofficial side, said he wants both sides to engage in more talks, relying on the FTI's credibility and prestige.
Without a new candidate, Tanit Sorat, secretary-general of the unofficial side, is still the key player to lead the group against Payungsak. They gave nine proposals to Payungsak at the meeting.
First, they see no need for any disputes within the organisation that divide the members, and they don't want to see an expansion of the conflict that affects the organisation's image and credibility.
Second, whatever has been implemented since November 26 should be done the right way under the laws and regulations of the FTI. The continuing crisis is due to Payungsak not following the FTI's rules and laws.
Third, politics should not be used to stop the internal conflict. The two sides should jointly talk the matter out while adhering to ethics, good governance and the sacrifice of personal interests.
Fourth, the former FTI chairman should be invited to join in the talks between the two sides, rather than leaving Payungsak to rely on politics to help solve this problem. The talks should not rely mainly on big industrial corporations, which have been used as a tool to support Payungsak as FTI chairman, as this would worsen the conflict, they said.
Fifth, the real internal conflict is not derived from the FTI's directors or any side but mainly from one key person, who does not follow good governance and does not hold talks with others to solve problems. Rather, this person creates division within the FTI and provincial chapters.
Sixth, more than 50 per cent of the FTI's directors agree that Payungsak no longer has the right to head the FTI. Payungsak should end his term and role and return management power to the FTI's executive board to arrange the voting in of a new chairman to end the conflict.
Seventh, the new chairman should come from the executive directors by winning a majority vote at their meeting. This should be done as fast as possible. In particular, the election should be held at the FTI's monthly meeting on December 24.
Eighth, the new chairman, who will take the helm for more than a one-year term, should accelerate reconciliation and the restoration of the organisation's image. He should rush to negotiate with the government on assistance measures for small and medium-sized enterprises, which will be hard hit by the wage hike to Bt300 early next year. The FTI should also consider amending its regulations to make them clearer, and refine the role and power of the chairman to prevent the problem from reoccurring.
Lastly, Payungsak should stop any action that will further create conflicts, stop making any agreements with government agencies and private organisations, and stop any initiative on other financial issues. Any inappropriate actions will be invalid. Payungsak has to take responsibility for all that he has done, they said.
