Ministry backs port authority investment

The Transport Ministry is supporting the plans of the Port Authority of Thailand (PAT) to develop a coastal port (Terminal Operator A) at Laem Chabang, to be operational by 2015.

Transport Minister Chadchart Sittipunt said the ministry would finalise the details of the Laem Chabang project, worth Bt1.95 billion, and the development of a rail container terminal, worth Bt3.06 billion, and submit them for Cabinet approval soon.

The PAT will be responsible for investment in those two projects, which are expected to help reduce logistics costs and raise the proportion of goods transport by the water and rail systems. Both projects are scheduled to be operational by 2015.

"Currently, the transport of products from the South, about 200,000 twenty-foot-equivalent units per annum, has relied heavily on the coastal port. Terminal Operator A will have the ability to serve about 300,000 TEUs per annum, while the expenditure on container lifting will be only Bt2,145 per 20-foot container," he said.

The rail container terminal, meanwhile, will be at Laem Chabang Port Zone 4, occupying total land space of about 600 rai (96 hectares). About 370 rai will be occupied in the first phase of development with a capacity to serve about 2 million TEUs per annum.

The coastal port project will offer 19.84-per-cent commercial return, while the rail container terminal will have 23.15-per-cent commercial return, he said.
