Besides national and international laws, with self-interest a country may join the gatherings of regional and global forces and promise to respect the rules of the "club". Unlike laws, sanctions against delinquent members cannot be as forceful. It depends on each member's strength in testing the tolerant level of the general members. Hence, there will always be this unevenness of members' conduct.
The West loves to muscle its way, while Thais and Asean love to cut corners to save costs, and are not as serious on matters like intellectual property. Thais and Asean are hardly ignorant in this game, as Guy Baker seems to have the impression, and are as "guilty" as the West in being delinquent sometimes. There will never be a perfect world in global cooperation. Push and pull is the name of this game.
